It's best to just adhere to 'best practice' as we know it (rearfacing in a convertible till the limits are reached, harnessed forward facing till the limits are reached, booster from age 4 or 5 to age 8-12, depending on belt fit). What age/size child is she taking? There might be a good backless booster or travel vest that would work just fine for a bigger kid :)

They have laws, but they aren't really enforced. I know my cousins hardly ever were in car seats. Children between 4 and 17 aren't even required by law to wear a seatbelt. (HA!)
