I was looking at a CPS tech's site, and I noticed that I didn't see any pictures of the Roundabout rear-facing with a towel or pool noodle WITH the tether. All of the pics seemed to be either/or. Does the tether help take the place of the towel or pool noodle in some way?

I'm confused!

I don't have an RA but I do have a Blvd and my understanding is that you're not supposed to use a noodle or towell when rear-facing. Just engage the recline feature on the seat and tighten the rear-facing top tether to adjust it to the angle you need.

This site has info on how to do the rear-facing tether on Britax seats:

99% of the time, you just don't need a towel or noodle with the RF tether on a Britax. It's ok to use one if you have to, but the Britaxes are just designed so well that they eliminate the need for 'extra stuff' (graco snugrides, on the other hand, might as well come packed with a free noodle, lol)

So it's OK if the BASE tilts down towards the seat or is at an angle when RF?

Yep, no worries about the angle of the base, as long as 80% of it is in contact with the vehicle seat. (I hadn't thought of it that way! good question!)
