Kelty Convertible

I just received my Kelty Convertible (after 8 weeks of shipping, aarrgghh!) and I can't figure out the leg straps. Is there anyone out there who owns one and can help me out? We live in Okinawa, Japan, so there aren't any dealers I can refer to.
