anyone heard of Boulgom (French?) strollers?

Hi, I made a mistake and don't think this was posted. I live in Belgium and am looking for a cheap, inexpensive jogger with a swivel wheel. I found one that may still be availalbe, brand Boulgom. Anyone heard of it? I think it may be a lower end French brand. I have seen a few Boulgom's on the street, but not in any stores, and I haven't stopped to ask the owners about them.
