Sit and Stroll or something else for traveling?

Going on vacation in a few weeks w/23 lb 19 month old. We will not be renting a car but will take a few taxis so will need a carseat. I think this is our only option as we cannot be dragging a carseat around with us when we get places.

How practical is this thing as a car seat and stroller? Will she fit okay? Are there any other options?
