Valco Runnabout for Jogging -- anyone have problems w/fixed front wheel?

We just got our Valco Runnabout in anticipation of #2 who is due to arrive in a few weeks. I pretty much love everything about it, however, I did have a question/issue about the front wheel.

My DH took my DD jogging in it and he locked the front wheel -- however, it kept coming unlocked throughout the jog and swivelling on him. Has anyone else experienced this or do I have a defective jogger or are we not doing something right?

I'm hoping this is easily correctable because we love everything else about the stroller.
