Just got my Quinny 4 Freestyle from Walmart -- what is this extra strap?

Compared to my Combi US, this is really high-tech! DS will be sitting so much higher up, which I think he'll like.

I had an easy time putting it together. I thought I was done, but I noticed there's an extra piece of black webbing strap looped around the handlebars. And one end of it has a handle. I can't figure out what it's for. It's pretty long (a few feet). Any ideas?

It's probably a jogging leash. You wrap it around your wrist when you are walking, so the stroller doesn't roll away from you. It is really important on hills. You an also wrap it around the axle when you fold it, if the stroller doesn't self-lock.
