I am looking for a stroller that is 23 or so pounds or under, swivel wheels, full recline and one that I can either reverse the seat or the handle bars and has a somewhat easy fold. I thought the Peg Perego was the answer, however when I test drove it I really didnt like the steering at all.
Does anyone know if such a stroller exists? Maybe I am asking too much.

the zooper boogie has a reversible seat, but i think it is more like 30 lbs....

Thanks. I have tried that but it is very heavy and hard to fold. I really like the Inglesina Liberty or Magnum but I can find it anywhere to test drive.

I assume you tried the Peg Venezia? Did you make sure that the wheels closest to you were locked in a forward position instead of swivel? I made that mistake in the beginning and it was damn near impossible to steer in a straight line.
I think the Bugaboo Frog could do everything you need, but it's pretty spendy.
