Safety 1st Acella Alumilite 01902 question

I've been looking for some reviews on this stroller, and one thing I can't figure out is whether it actually has a full recline or not. There's one thread where a poster says that it doesn't, and another where the poster says it does. The former doesn't mention the model number, just says the Safety 1st Acella Alumilite stroller, so maybe it's a different one?

Also, does a Graco Snugride fit on this stroller?
