Sit and STand vs. Douglider

Can the new sit and stand plus be used with an infant without the infant carrier when the second seat is attached in the back and when it is not and the older child is sitting or standing on the back?

Also, is it a good stroller to use on neighborhood walks on streets without sidewalks?

Is the Duoglider better for an infant not in a carrier and on walks?
