how do the handlebars adjust on the Valco Trimode?

do they extend out from the stroller or does the whole bar swivel up and down?

thanks for the info on the handlebars. I have to say that's a bit disappointing to hear, I was hoping for a telescopic sort of extension, like my Burley.
