Baby proofing balcony bannisters

We have a balcony in our foyer with a banister - can anybody recommend a safe way to baby proof this? I hope this makes sense.

I have seen clear plastic "guards" that look like sheets that you lay vertically across the rails - are these really safe and effective?

We use that plastic sheeting on our balcony which is about 35 feet long and it works great. Only compaints is fingerprints!
