photo editor program that is good AND cheap?

I am going crazy with the digital camera, but I can't post pics here without them being large file size. So I want a cheap and good program that will make the picture smaller and reduce the file size. I looked online but the options are too plentiful and I don't know which are any good. Suggestions? I would even get an older product on Ebay if you have any suggestions that way too.
