What are the rating stars on the right side of each thread?

I just noticed them on the pin vote thread but noticed they aren't on any others. What do they mean? Are we supposed to be rating them? Or is it based on how many responses or views? And is there a FAQ for how to use this board? I should know by now but I'm not very savvy with this kind of stuff. (still no avatar!)

there is a FAQ. There is a link to it at the top of the page that lists all the topics.

You can rate any topic, but no one ever does (well, hardly ever). A couple of people (including me) were messing around with rating that topic last night because Rashmi wanted everyone to notice it and it wasn't pinned. But the ratings looked like they weren't working, but apparently they are!
