I just bought a used Emmaljunga stroller and I want to clean it up a bit. What's the best thing to use on chrome to get it sparkling and clean? Is there anything that works on rust?

Naval jelly will work on rust.
Toothpaste is supposed to work on chrome ;)

Have you tried polishing it with a dryer sheet? Seems to work well on my faucet and fixtures (Queen of Clean tip).

Dupont #7 chrome polish - its reddish in color will work great to take the rust off and polish the chrome- you can put it on steel wool if you have too, or a brillo pad it wont hurt the chrome.

Crate & Barrel sells (or used to) sell a stainless steel polish by the name of Maas. It works really well for my stainless steel teakettle.

Yep auto supply stores should have the dupon #7, not sure about naval jelly- good luck
