A friend's husband is stationed in Afghanistan and has offered to purchase an oriental rug. The problem is, he can only withdraw $200 a month (because of their banking system???) but the rug will be more than that. How can I get him the money? Is Western Union an option?

You can do it through American Express travel offices if he's in a big city.

One thing you should DEFINITELY look into is how expensive it will be to ship the rug back to the States. To give you an example of why I'm suggesting this - my brother was up until recently living in Jeddah, Saudi Arabia. We looked into sending him a birthday present via Fedex, UPS and DHL. To send a 9x12 brown envelope insured was $75 and to send a microwave sized box was about $300.

A rug (depending on size) might be pretty steep - especially if you insure it (as you should).
