Hmm. Looks like a receding inland sea to me, so I'll guess either Salt Lake or the Dead Sea.

I believe it is a salt mining operation. Anyone know for certain?

Could be. I know they use the salt for salt water taffy, among other things. :) They sell the taffy on these tourist structures at the water's edge.
