Oh, that's awful that she lost her home!! I'm not familiar with property/casualty claims practices (I'm in the life insurance industry) but I would say that it is probably normal to wait at least a month or so for a large payment like this, particularly if there is an ongoing arson investigation. Does she have a claims adjustor that she is working with who can give her some information?

It all depends on her coverage, but everyone I know who's had a similar disaster has gotten money right away to cover basic necessities and a hotel.

We had a house fire about 10 years ago. As I recall we were cut a small check to cover the hotel, but the main settlement took months and months. There were two separate portions of the policy that covered the short term living issues and replacement of our things. It was incredibly frustrating how long the reimbursement for the replacement took, but we were never homeless. Close, but not quite (thanks to friends).

I am really sorry your friend is going through this. House fires are nothing short of horrible.
