For hardware, go to the manufacturer's site/s, and for Windows, Microsoft has forums as well.

I usually just type a query into google and several good ones come up. That way, you can get a couple different answers to the same question. The only site I can remember off-hand is http://www.kellys-korner-xp.com, but there are a few others that are non-Microsoft related.

I have terrible luck getting anything too useful out of Microsoft's website directly.

I've had pretty good luck with Dell's website, however.
