Toddler booster seat for petite3 year old

I need to buy a booster seat for my 3 year old who is 28pounds and 36 1/2" tall. My son is already outgrown his infant car seat at 8 months. I was looking at the Evenflo, Graco and Britax. She is just shy of the weight limit but I need to transition my son to her seat. Any suggestions for a petite child? I am hoping to keep it for years to come and hopefully to use for my son who is 20lbs at 8 months already.

At 28lbs, she isn't ready for a booster. She has another 12lbs to go:
