Question about Apex headrest

Does the problem with the headrest become an issue only after the child's ears reach the height of the back of the seat? Is it alright to use in any car up until that point?

Yup, short kid, short seatback, is fine... you just have to imagine the Apex is a no-back seat: only use it as long as the tops of the ears are no higher than the top of the vehicle seat/headrest so that there's always something behind the midpoint of the head to prevent whiplash injury.
