I had my son's 3-mo photos taken at Target & was disappointed. They did not have anything to prop him up in, like a bouncy seat, so he was all slumped in the photo.
I've taken both my son & daughter to JC Penney with pretty good success. They have decent props, they have a special chair to prop the babies up in, and the quality has been pretty good.
My son is very photogenic, so we have been very pleased w/his photos, but a lot of it depends on the photographer. Some are very patient & wait to get a really good smile, others are in a hurry. I have always had to wait past my appt time there, & it seems like they are always short staffed. One thing to remember, if there are certain shots you know you want or don't want, be sure to let them know before they start taking them. You get 5 shots at Penneys, & they have certain ones they usually like to do... so if you don't want a side view, let them know. I don't like the soft focus, so I tell them not to use it. You can find good coupons for $3.99 portrait sheets pretty easily, & they last a long time.

I have had good luck with JC Penney, too. I did want to mention their Portrait Club http://www.jcpenneyportraits.com/html/p_club.shtml , which is $39.99 for a 2-year family membership and allows you to make as many appts as you want with NO sitting fees for everyone in your sitting (usually $9.99 per person), including grandparents, aunts, and uncles. They also have a few perks, like a free traditional sheet, and they have frequent coupons http://www.jcpenneyportraits.com/coupons/index.shtml for $4.99 a sheet or $9.99 a package. It's a pretty good deal.

I love Penney's too! I have to drive an hour to my nearest studio (Sears is only 15 minutes away) but it's WORTH the drive!
