JC Penney/Target same photography company

I was told at my local JC Penney's that the photographer I wanted was working at Target that day because it's the same company doing the photos at both places. Target is just cheaper.

Does anyone know if that's absolutely true?

They are the same company. But they both issue coupons for $3.99 a sheet.........so Target isn't cheaper.
