What makes fleece covers waterproof? I understand about the wool covers and the lanolin being water resistant, and I get that the PUL is basically like plastic pants, but what makes fleece work for a cover? Why doesn't pee just soak right through?

Usually, fleece covers are made of Windrpro fleece, which is treated to make it "less porous" if that makes sense. But you are right. Fleece covers are NOT water proof, they are water resistant. Fleece tends to be a hydrophobic material and does not readily absorb water. But if the diaper gets super, super saturated, it will leak. But that is also true of wool.
