toddler- diaper-less (air) time

i swear EVERY time i let my 16.5 mo old have some air time she tinkles on the carpet (of course with a bulemic cat - i should have stock in spot shot, so i just clean up with that, after soaking it up). so what do any of you do when you let dc go free for a few minutes (or more)? i know she needs some good air time, we have been fighting a nasty recurrent severe diaper rash (with and without yeast) for almost 2 months now and any help with this part of our dilemma will be much appreciated!

Can you let her play on a washable floor surface - like the bathroom floor, covered in a towel? Or how about putting her on a little potty after taking her diaper off, and giving her air time after she tinkles?

And FYI, Spot Shot is great for stains but does not take out the odor of urine (or vomit). You need to use something like Nature's Miracle so that you get all the smell out, down to the padding.
