Rash Near Eye

My DS developed a rash on the outer corner of his right eye about 4 weeks ago. At first I thought he had just scratched it but since its still here, its obviously some sort of rash. Its red and seems like irratated skin with sometime little bumps. He does not seem to find it itchy- he doesnt scratch. Sometimes it almost goes away and then it come right back full force. Ive tried keeping it moist with Aquaphor and Ive tried doing nothing and neither seems to have any effect. Is this ezcema? He doesnt have patches anywhere else. Is there anything I can do? He got it at 5 months when he started solid foods, but I couldnt say that a particular food triggered it.

Ideas?
