Best Option For 4yo, 43 in., 38#

A friend of mine needs a seat for him. I think she's set on the NA. Will a Monarch work for occasional use? $$ is an issue and she needs another seat for a 2yo, 28#, 33 inch(I'm thinking a NA).

For the 4 yo, in order of preference: Graco Nautilus ($150), Sunshine Kids Monterey ($129), Compass B510 ($99), Britax Parkway ($70). I would really not want a 4 yo in a booster, but if she insists those are the longer lasting and easier to use ones out there. Monarch is good, but for that price she could get a Nautilus.

For the 2 yo (assuming she will not RF again): Graco Nautilus ($150), Graco Cargo with front adjuster ($99), Cosco Scenera ($50)
