Where can I find cheap sandals?

My LO just turned one and wears a size 2. Daycare is requiring water shoes/sandals for the summer. I can't seem to find anything smaller than a size 3, at least nothing that I want to pay for. Where can I find cheap sandals for my LO? I don't want to pay more than $10 or $15.

I bought myself a pair of water shoes at CVS for $7.99! I think they had kid's sizes too.

Old Navy has some in the infants department, starting from 0-3 months, going through 18-24 months (my 16 month old son fit the 6-12 month size). I just got a pair for $6.50.

Children's Place has decent water shoes, maybe about $7 or so.
