HELP!!! stroller for a newborn and an 11 month old!!!

I have been looking for quite some time now, and I haven't found one for a reasonable price. I am looking for a stroller, that will accommodate a newborn in a Graco Safeseat, and an 11 month old. It would be great if it had rubber wheels. I have found a lot of different types of strollers, but I can not seem to find what types of wheels they have. The manufacturers say in the descriptions, "these wheels wont go flat" thats nice and all but that doesn't tell me what they are made out of. If anyone has any suggestions, that would be great. thanks so much.

I neighbor of mine has a Bumbleride double stroller that accommodates her Chicco infant seat and her toddler. I asked her how she likes her stroller and she said she LOVES it!
