Identify this bicycle

In my neighborhood a kid age 9 was riding a bicycle that I can't find. It had a regular bicycle tire but then two scooter like foot pads.

Anyone seen this before?

Did it have pedals or was it pedal-less?

I believe it is a California Chariot. You can usually find (or special order) them through a local bicycle shop.
