I use Birthday Express. Probably not the cheapest, but they have a great selection and you can order pre-made favor boxes with the theme and make bday banners. I didn't use them this year, b/c with a newborn I wasn't as on top of things as usual! If you like there stuff and want to use them, email me and I have a code for 10% off orders of $50 or more.

I've ordered from Oriental Trading a few times, including my daughter's first birthday. The prices are good and they have some cute, cute themes. The quality isn't over-the-top spectacular, but for the price it's hard to go wrong :-)

Last summer when i did a pirate party, i found the prices at www.rhodeislandnovelty.com to be WAY cheaper than oriental trading. I don't know if they do plates and cups and stuff like that though.
