$28 Good Price for Remo Tom Drum?

Is $28 a good price on the Remo Tom Drum I keep reading about here? And just how young can a DC bang on this?

I got it for DD for her second Christmas when she was about 15 months old. She *loved* it. Still does. It's a very well-made drum...we haven't regretted the purchase. I think I paid around $25 for it then?
