If a recipe calls for sifted ingredients, do you measure before or after sifting?

The recipe should specify... Like if it says "1 cup sifted flour" you sift and then measure. But if it says "1 cup flour, sifted" you measure and then sift. It can make a huge difference in the amount. I have recipes that do it both ways.
