Craigslist! Seems like lots of families have room to keep these inside their houses. I've gotten one nearly perfect one for $20 and another at a school consignment sale for $10 or $15.

Don't forget about garage sales and Goodwill. A friend picked one up for me at a garage sale for $5.

If you have to buy a car I would get pushable one. The kiddos feet always get stuck in the coupe.

I got mine on Craigslist for $5. It was faded from the sun, but I bought the new Krylon paint for plastic and repainted it in "fun" colors. My kids love it.
