DD is still in her infant seat, I have no idea if this will be an important feature for our stroller

We like the one on our stroller but I would describe it as a snack tray vs napper bar. Mine has a flat surface for snacks as well as a cup holder. We use them often. Ds also enjoys kicking back and propping his feet up on it. A snack tray isn't a necessity as you can do things like attach a snack trap to the side of the stroller.

A napper bar (round, padded is how I would describe one) is something some parents consider as a safety feature. I think so long as baby is buckled in that doesn't really add much to the safety.

We put the bar on our Cameleon from time to time and DS likes to pull up on it - or try to chew the foam off. Without it or in our other strollers, he just lays back and relaxes, but doesn't complain about it.

It was a footrest for DS when he got older!

Yep, my kids use it for a foot rest. They always look so comfy too.
