How about getting him a Fisher price Little People set, that has big blocks- kinda like Legos meets Fisher price! Our daughter loves them- as do some friends of ours who also have kids the same age!

Target has these "kits"- they come in a clear plastic storage box, which is nice! Runs between 15-20 bucks, depending on sales......

Other ideas:
Some outdoor toys- balls, bubbles, tunnels to crawl thru
Blocks, books-

Is the 1 yr old walking yet??

Not sure of your price range or if you would want to go in with other family members but DS got a radio flyer wagon for his 1st bday and he loves it. I think it was the Voyager model.

higher budget- Something like the RF walker wagon (nice for once he's standing and getting ready to walk with a little help)
Not a toy, but Speil und Holz birthday rings are beautiful. I got one for DD"s first bday because she didn't "need" much. We use it for both kids' bdays and it is a nice family tradition/future heirloom.

medium budget: Playsilks, musical instrument (Remo drum, etc.)

Lower budget: Wooden ring stacking toy, like Holgate or Speil und Holz
CDs (Laurie Berkner, Raffi, Dan Zanes, Justin Roberts, etc. are all good)

Stacking cups, basic peg puzzles with a few pieces, books, kids' music.

Melissa and Doug make some great puzzles with knobs that are easy to handle. Around age one they should be working on some container play - so any sort of shape sorters, ring stackers, things like that should be good. Since he is not walking, you could always go with a push toy - they make some now that convert into a ride-on toy for longer usage!

Not sure if you want a big plastic footprint item, but my DS turned 1 last month and LOVES his Step 2 Buggy. I snagged one at TRU when they were $30, but I think they are around that at WM now.

Mula (http://www.ikea.com/ca/en/catalog/products/60061967)Some of the popular things from when DS turned 1:
-blocks (any type, really, we have both MegaBloks and Haba Sticki Bricks)
-musical instruments (he has a drum, and a tambourine and maroccas -sp? set)
-wooden puzzles (Melissa & Doug have a wide variety of big-peg wooden ones) - though that took a few months for him to warm up to
-FP ball popper -instant hit!
-shape sorter (ours is M&D, but there are lots of brands) -again, instant hit
-Playmobil 1.2.3. (but I imagine, Lego Duplo would be equally good)
-board books
-Ikea had a really cool wooden ring stacking toy Mula (http://www.ikea.com/ca/en/catalog/products/60061967) that was super popular with DS at that age; also a truck w/magnetic blocks that it could pick up w/ a crane (sorry, can't find it on the site). Also these (http://www.ikea.com/ca/en/catalog/products/80014041) are very popular at that age.

At that age he was *just* getting into cars/trucks. IIRC we did 2 Automoblox (people removed, choking hazard) at about 14 mos. I don't know if you want a gift for now, or to grow into a bit. We now have some Sprig toys trucks which are favorites, but I don't remember the age range for them.

Normally I'd say tunnels and playsilks as well, since they're great creative toys and in the age range - but my kid is odd and was terrified of both. He's only now warming up to them at 20 months. Ikea has a good tunnel and you can make your own playsilks (MIL made ours).
