My 30 month old son LOVES trains and dinosaurs at this point. We've gotten him a bunch of Thomas trains and he loves them. We got a train table too but got rid of it because it took too much space. We've also bought him a bunch of the Discovery dinosaurs they sell at BRU and that has been a huge hit. A final idea is the Radio Flyer tricycle with the pushbar.

We all LOVE his Woody Click toys. They are 3+, but ds can sit and play with them for long periods of time. The Plan City trucks are small, and also a big hit.
Duplo is good for starting around 2, also.

I would get him a play kitchen with some play food or maybe an easel.

I second the play kitchen and play food recommendation. Or if he doesn't have a trike, 2 is the perfect age for one!

In that case, I think a contribution to his college savings account and a birthday party would be best! Or a subscription to a kids museum or zoo. Or wait till you see something you really want to get him!
How about a magazine subscription?
Unit blocks?
Wedgits?

DS just had his 2nd birthday last week. Honestly, the biggest hit was a bubble machine. Here's a link @ Amazon (we only paid $12.99 at TRU):
http://www.amazon.com/Funrise-32417-Gazillion-Bubble-Machine/dp/B000197NXM/ref=sr_1_3?ie=UTF8&s=toys-and-games&qid=1244556383&sr=8-3
The other HUGE hit has been the Dirt Devil Vacuum Cleaner (I have to tear this thing out of his hands):
http://www.amazon.com/Dirt-Devil-81607-Vacuum/dp/B000FGEYCE/ref=sr_1_1?ie=UTF8&s=toys-and-games&qid=1244556457&sr=1-1
He also got the assorted Tonka trucks that are a go-to.

Good luck!

-Play kitchen/food
-trains, other vehicles
-Magnatiles (my 2 year old loves these, as does my 5 year old)
-books (dd is 2 and love her big brother's old Priddy books. Loves labeling all of the animals, etc. and he was the same at that age)
-Playmobil 123 (DS was not into that type of play at 2. DD has been into it since 1.5...probably because my DS was getting into it at age 4-5).
-kid-sized rake, shovel, broom, wheelbarrow have all gotten a lot of use here through the years
-fine motor stuff? Peg board (Lauri or Discovery toys?), lacing shapes, lacing beads, etc?
-special personalized something...dish?
-balls
-puzzles
-trike
-unit blocks
-art supplies, maybe an easel
-experience or activity gift? Day out with Thomas? Museum or aquarium or zoo membership? Kit to raise butterflies?

A mini-trampoline.
A neat character sprinkler.
Something to go with a playset.
Some small gardening tools.
A special watering wand or nozzle for the hose. (At that age, both boys loved to help with watering the garden.)
A little pool that has some neat feature like a slide or spraying water.
Tickets to a Wiggles or Johnny and the Sprites show.
