How to keep an infant cool in hot weather?

We are having an unusually hot summer, and I'm at a loss on how to keep my baby comfortable! We set a record high on Saturday, and I ended up sitting on the floor with baby in nothing but a diaper, lying on a blanket with a fan on him! (And then, when it finally got cool enough for him to sleep, the dang fireworks kept waking him up!)

Parents from hot weather locations, how do you cope???

When ds2 was a newborn in the summer I used to wipe him down with a cool damp washcloth to help him stay comfortable when we were out in the heat. I'd wipe his forehead, neck, wrists, arms,and legs.
