can toddler ride on hotel shuttle without carseat?

we are staying at a resort in san diego and otherwise would not need a car. would love to ditch the rental car in san diego and take hotel shuttle, but not sure that it is legal or safe?

I would call, a car seat may actually not be allowed on the shuttle.

We went w/o a carseat last month on a hotel shuttle. I considered it like public transportation and wouldn't take it on a bus or subway, kwim? But, calling is a good idea.

If it is a bus, I'd be okay with no car seat (usually no seat belts anyways). But often those hotel shuttles are big vans, in which case I absolutely would use a car seat.
