Well, I know that if you book through AAA they can apply a PIN code, but I'm not sure about anywhere else. I would assume it wouldn't matter.

We have a timeshare outside the Disney gates so thats where we stay...I am trying to understand the dining deal I see being offered...

I guess I need to call AAA and see what if anything they offer dining wise if you only buy tickets.

You can only get a Disney dining plan if you stay on Disney property.
