Help me finish this outfit

I can't afford to buy brown boots, I have black boots but I don't think they would look good with the navy sweater. I have tan penny loafers, can I wear those with this outfit and if I do what do I wear on my legs? I know nylons are out but would tights look too thick with this outfit? Other suggestions would be appreciated. This is for a family event where a lot of pictures will be taken.

I would not wear penny loafers with a skirt. Too librarian-ish.

Black boots would look great with a navy sweater and denim skirt - better than brown boots, actually. I'd wear the black boots with black tights with that outfit. Very cute! And maybe add a scarf for some pattern and/or color to add interest.

Yes, black boots with dark tights. You could try black patterned or textured tights to add some interest, and I like the scarf idea as well!

ETA: I would try to add some color, in a scarf or jewelry for some brightness.

You can mix black and navy. Black boots definitely. You could add a striped cami or tee under the sweater (white and black or navy). or a scarf or big necklace. Patterned tights would be really cute depending on how much of your legs are visible with the boots.
