I have no idea what to get her for her birthday. She will be 5. Any ideas? I would like to keep it to around $15 (that is my gift budget for preschool friends right now).

Personalized Cape from Superflykidz -- if it's a particularly good friend, we'll throw in a book like Superhero ABCs or the Paperbag Princess

Two things that are a big hit with my almost 5yo kindergardener (she'll be 5 later this month) - both we've had for about 2 years and they have been non-stop hits:

Melissa & Doug Magnetic Wooden Dress-Up Set (http://www.toysrus.com/product/index.jsp?productId=3105990)
There are sets with just one doll that are a little less expensive, but this is the set we have. My 7yo loves them too.

PlayFoam (http://www.playfoam.com/playfoam.html)
I cannot overstate how much DD2 loves this stuff! It doesn't dry out, it's not too messy (unlike playdoh or floam), and coupled with some play dishes it'll keep DD2 occupied for longer than just about any other thing we own. I found some at TJMaxx or Marshalls recently and we just gave it as a gift to a turning-5 classmate of hers and I got good feedback from his Mom.

Polly Pockets (her parents may never forgive you, though! :D )

the Melissa & Doug wooden magnet dolls that a PP mentioned have been a big hit here, too.
