Allergies?

DS #2 is 2.5 (almost) and has a constant runny nose and I've started to notice that he get a bright red rash on his cheeks. It isn't Fifths Disease as it comes and goes. After some googling it seems like it might be allergies. He also has tubes in ears. He has only ever had 1 ear infection.

Does this sound like allergies? If so would you call a doc or sort of assume it was a low grade allergy and ignore for now/keep an eye on it? We don't have any family history of allergy so I am not sure what to think.

Unfortunately this is how my boys are. They are on Children's Zyrtec all year round. DS1 also has tubes in his ears, but that's due to his constant ear infections. DD has had a constant runny nose lately b/c she's teething. Also, keep that in mind as it's possible your DS may be getting his 2 year old molars if he has not already. I would speak to your doctor about it.
