Do you wash your face before using eye makeup remover? Or do you swipe the remover before washing your face? Or, do you do both?

I wash my face first, then use the eye makeup remover, then rinse whole face again. ETA: I find that the eye makeup is easier to remove if its wet first from washing my face.
