Question for those with the P&T pannier bags

We just got the pannier bags for our P&T Sport stroller, which we're now using with DD1 (2 yrs) and DD2 (2 months). I don't know if we're attaching them incorrectly, but there only seems one bar to attach them to, on the side of the stroller.

When they're attached the straps drag on the ground, and when we put anything in the bags, the bottom of the bags drag on the ground, and touch the wheels. They seem to be more of a pain than they're worth, so we've taken them off, but now have very limited accessible storage.

Anyone else use them? Do you have the same problems? Any solutions?

I was thinking of getting them but decided against it because in photos they looked like they would do what you're describing. Instead I got a couple of Skip Hop Saddlebags which attach nicely, work really great and hold more than they look like they do. I also think that they look a bit sleeker than the P&T's bags too. We have a Vibe, but they should work on the Sport too.
