Yep, that's a good deal :) It is most likely a 2009 model and they did do some significant changes to the 2010 model (search 2009 2010 city elite). Some people prefer the 2009 some prefer the 2010.
It's difficult to predict sales, but brands such as baby jogger, mountain buggy and BOB do not allow discounting for the most part (occasionally you will find coupons or code that will work such as a referral code on diapers.com or the coupon that was posted here last week that has since expired, but they are few and far between). As for used doubles, you may want to check CL for BOBs, Mountain Buggies, etc.
I think the BJCED is a good choice, esp. at that price...
