Tripp Trapp harness?

How secure is the Tripp Trapp harness? Is it safe to clear the table leaving a wiggly 18-month-old sitting in the chair? (We've had a FP space saver healthy chair until now and I like the security of a harness and a tray....)

Yes I think so if you put the extenders on the chair (prevents tipping) and make sure the harness is snug (less ability to gain momentum). I'd likely pull the chair away from the table if DC is motivated to push against the table.
