I think it was Hair Flairs (you are talking about the episode where she was doing a follow-up show and the woman had some in her hair?). At the salon I go to they are called shimmer.

I actually haven't had them done. I thought about getting a few red/green ones for Christmas, but then forgot about it when I was getting my hair cut.
