Make tail feathers out of construction paper or card board and a turkey hat out of a stip of construction paper for the band and a brown head with a yellow beak and a red waddle hanging from the beak.

Or you could just use one of these hats

DD's kindergarten class all made turkey hats like this for their Thanksgiving program. The sides are their hands and they have colorful feathers around the back. They were really cute. He could wear one with the brown pants and shirt.

If you want to get crafty you can do this to his shirt.
I did it for DD1's Halloween costume and it was dead easy. I think cutting the fabric took longer than the sewing.

That is perfect!!!! Thank you. I don't sew. Do you think that I could use fabric glue instead?
I think that I'll still need to make the same pattern and affix it to carboard or something so that the feathers are behind him as well. Any ideas for that part?

My mom was a turkey one year for her pre-K class - she wore long brown socks and used orange colored tape to make rings around the socks to make them look like bird legs, then just taped a contruction paper "turkey feet" over her shoes.

You could totally use fabric glue...it would just take you a lot longer than it took me to zip it across my sewing machine. You could probably also use the stick on or iron on adhesive stuff. It might be faster since you should be able to do a bunch of the feathers at once,
