Pacific front wheels?

If anyone has an I'coo Pacific, can you tell me if the front wheels are supposed to swivel? I just got mine yesterday, and I can't figure out how to keep them from locking. When I look at the product description on the website and the (not so great) manual, I don't see mention of a swivel/lock feature. Their customer service department is closed for the weekend, so maybe someone here can help :)
